The Defence Investment Agency (DIA) awarded Telesat LEO ULC a contract worth approximately $2.3 billion to deliver the first phase of the Enhanced Satellite Communications Project – Polar (ESCP-P), a next-generation military satellite network built for the Arctic. The deal includes two option periods worth roughly $214 million and $218 million, and it marks the first contract to flow from the strategic partnership Canada struck with Telesat and MDA Space back in December 2025.
What The Contract Covers
ESCP-P will deliver secure, resilient military communications across the Arctic and other high-latitude regions through Telesat's Lightspeed Low Earth Orbit (LEO) constellation. The Ka-band component under this contract supports a wide range of Canadian Armed Forces (CAF) operations, from NORAD-related continental defence to Arctic situational awareness and search and rescue.
The agreement also lets Telesat immediately grow its LEO constellation by 69 satellites, pushing the total from 156 already in production to 225. MDA Space builds the satellites at its high-volume manufacturing facility in Montréal, tying the expansion directly to Canadian industrial capacity.
A second piece of ESCP-P, a secure Ultra-High Frequency (UHF) and X-band constellation in Medium Earth Orbit (MEO), remains under negotiation. MDA Space will serve as prime contractor for that component, with Telesat as subcontractor.
Why The Arctic Gap Matters
Military satellite coverage has a well-known blind spot: geostationary satellites, the workhorses of most communications constellations, sit above the equator and lose usefulness the further north you point an antenna. That's a real problem for a country whose Arctic and high-latitude territory has long been underserved by exactly the kind of communications infrastructure that operations there depend on.
LEO constellations like Telesat Lightspeed sidestep that limitation by orbiting closer to Earth and passing over the poles, giving them a natural advantage for Arctic coverage that geostationary systems can't match. That's the technical case for why ESCP-P leans on Telesat's constellation rather than a traditional satellite architecture, and it's why officials are describing this contract as delivering capability the CAF would otherwise wait years longer for.
The Strategic Partner Model, Explained
What's arguably more significant than the satellites themselves is how Canada got here. The Strategic Partner model, used for ESCP-P, replaces the traditional procurement sequence, in which government defines requirements, runs a competition, then negotiates a contract, with an approach that brings industry in early to help shape the program alongside government from the start.
In practice, that meant PSPC established the partnership with Telesat and MDA Space in December 2025, funded a $2.92-million engineering and options analysis phase, and moved straight into contract negotiation once that work was done. Dan Goldberg, Telesat's president and CEO, told Vanguard the approach delivers sovereign connectivity years earlier than originally planned. Mike Greenley, CEO of MDA Space, called the compressed timeline from options analysis to a signed contract in a matter of months a marked departure from how these programs usually move.
DIA has signalled this won't be a one-off. Officials say they intend to keep building on the Telesat and MDA Space partnership with additional procurement agreements as CAF requirements evolve, starting with the UHF and X-band component still under negotiation. If that pattern holds, ESCP-P becomes an early test case for whether the Strategic Partner model can be repeated across other major defence programs, not just satellite communications.
Industrial Base, Not Just Capability
The economic case here runs alongside the operational one. Canada's Industrial and Technological Benefits (ITB) Policy applies to ESCP-P, with the potential to create or maintain 2,600 jobs annually and contribute $335 million a year to Canadian GDP over roughly seven years. MDA Space's Montréal facility, where the additional 69 satellites will be built, is the physical anchor for those numbers.
That framing fits squarely into the BUILD pillar of Canada's Defence Industrial Strategy, the piece of the "Build-Partner-Buy" approach focused on growing sovereign industrial capacity rather than buying capability off the shelf from foreign suppliers. Doug Guzman, CEO of the Defence Investment Agency, pointed to ESCP-P as the strategy in action, framing it as proof the Build pillar can move at commercial speed rather than the multi-year timelines defence procurement is known for.
The Bigger Picture
The Honourable Stephen Fuhr, Secretary of State (Defence Procurement), tied the contract directly to a shifting geopolitical environment, and it's not hard to see why officials are choosing to make that connection now. Arctic sovereignty has moved from a slow-burn policy conversation to an active priority as interest in the region intensifies from multiple directions, and secure communications infrastructure is a prerequisite for nearly everything else Canada wants to do there, from NORAD modernisation to allied interoperability.
LGen Jamie Speiser-Blanchet, commander of the Royal Canadian Air Force, framed ESCP-P specifically around the CAF's ability to connect, command and coordinate across the North alongside allies, language that lines up closely with what NORAD modernisation has been asking for.
For now, ESCP-P gives Canada a concrete contract and timeline behind a capability gap that's been discussed for years without one. The UHF and X-band negotiations, and whatever comes next under the Strategic Partner model, will show whether this approach can scale beyond a single Arctic satellite program.
