Defence Minister David McGuinty announced the launch of the Quantum Defence Innovation Secure Hub (DISH) in Calgary today, backing it with $20.3 million over two years for a University of Calgary-led consortium.

Why it matters: Quantum is now one of Canada’s named sovereign capability priorities under the Defence Industrial Strategy. This is the first dedicated federal infrastructure built specifically to move Canadian quantum research into military-ready capability.

The details: The Quantum DISH sits under BOREALIS, the Bureau of Research, Engineering and Advanced Leadership in Innovation and Science, DND’s newer model for organizing defence innovation. It was selected through a competitive call for proposals.

The hub gives government, industry, academia, and innovators a secure space to develop, test, and validate quantum technologies before transitioning them into operational Canadian Armed Forces capabilities.

Four work packages:

The sensing work targets GPS-independent navigation and spoofing detection, a direct answer to GNSS vulnerabilities in contested environments. The communications and hardware assurance packages bear on quantum-secure timing and cryptographic resilience.

Part of a bigger network:

The Quantum DISH joins two existing hubs under BOREALIS: the Maritime DISH pilot and the Uncrewed Systems DISH. Ottawa is positioning the three as a connected sovereign innovation network rather than one-off programs.

“Quantum will shape the next generation of defence capabilities, and Canada must be prepared to lead, not follow,” McGuinty said.

Industry Minister Mélanie Joly framed the investment as economic as much as military, saying it will help Canadian researchers and businesses build next-generation solutions while creating high-value jobs.

AI and Digital Innovation Minister Evan Solomon said the hub will help translate breakthrough research into fielded capability for the Canadian Armed Forces.

Alberta’s Jobs, Economy, Trade and Immigration Minister Joseph Schow called the investment a big step for the province’s role in the Defence Industrial Strategy, pointing to Alberta’s land, workforce, and innovation base.

The bottom line: Quantum has moved from strategy documents to a funded, named facility with a minister’s signature on it. Whether it closes Canada’s broader quantum readiness gap, including the private-sector auditing shortfall flagged by researchers, is a separate question this hub alone won’t answer.
