As Canada places increasing emphasis on domain awareness, Arctic security, and sovereign defence capabilities, two Canadian aerospace and defence companies are joining forces to deliver integrated intelligence, surveillance, and reconnaissance (ISR) solutions tailored to the country's evolving operational requirements.

On May 27, Voyageur, a wholly owned subsidiary of Chorus Aviation Inc., and 49North, a wholly owned subsidiary of MDA Space, announced the signing of a non-binding Memorandum of Understanding (MOU) designed to establish a framework for pursuing and potentially delivering advanced ISR services to Canadian government, defence, and security customers.

The collaboration brings together complementary capabilities across the ISR ecosystem. Voyageur contributes its extensive experience in special mission aircraft operations, maintenance, training, and airworthiness support, while 49North provides sovereign C4ISR capabilities, mission systems integration, ISR data management, analytics, and secure command-and-control connectivity.

Together, the companies aim to offer integrated ISR solutions spanning both crewed and uncrewed platforms. Voyageur is positioned to provide aircraft operations, maintenance and airworthiness support, flight training, and access to hangar facilities and coordinated airspace for demonstrations, testing, and training activities. Meanwhile, 49North is expected to contribute ISR data collection, transmission, fusion, and analytics capabilities, including AI-enabled applications, as well as secure data storage, dissemination, and integration of ISR products into defence and security command-and-control networks.

The timing reflects a broader national focus on strengthening sovereignty and continental defence through enhanced surveillance and intelligence capabilities. By combining mission systems expertise with operational aviation experience, the partnership seeks to deliver an end-to-end ISR offering that is designed, operated, and sustained in Canada.
